Another Hurdle in International Shipping: USPS’ HS Code Requirement Begins Sept. 1

Beginning September 1, 2025, the U.S. Postal Service (USPS) will require all commercial international shipments to include a six-digit Harmonized System (HS) code on customs declarations. This aligns USPS with new global standards set by the Universal Postal Union.

While USPS and international shipping providers have systems to help shippers comply, accuracy is critical. Vague descriptions won’t cut it, and shipping without an HS code means you run the risk of rejection in the destination country.

This takes effect just days after the end of the de minimis exemption (Aug. 29) that has global postal services clambering.

  1. Starting Sept. 1, 2025, USPS will require a six-digit HS code on all international commercial shipments.
  1. Accurate product descriptions are essential to assign the correct HS code and avoid errors.

  1. Shippers may also need to include the country of origin on customs forms.
