Major Logistics Deals & Network Changes

• C.H. Robinson agreed to acquire RXO in a cash-and-stock transaction with an implied value of $5.8 billion, combining its global multimodal platform with RXO’s brokerage, expedited, and last-mile capabilities; the deal is expected to close in the first half of 2027, subject to approvals, with $300 million in expected annual cost synergies within two years as Robinson extends its Lean AI operating model across RXO.

• CMA CGM completed its $1.4 billion acquisition of FedEx Supply Chain, adding approximately 150 warehouses and 34 million square feet to CEVA’s North American operations while establishing a non-exclusive ocean transportation agreement and planned air cargo cooperation with FedEx.

Macro: Fuel & Policy

• Diesel prices eased as Persian Gulf crude flows recovered, with the DOE/EIA retail benchmark falling 14.7 cents to $6.382 per gallon, its first decline in four weeks, although Gulf refined-product exports remained only slightly above half their pre-war levels.

• S&P Global warns that diesel supply constraints could keep fuel costs elevated for years, with an estimated 1.5 million to 2 million barrels per day missing from global supply, depleted inventories, and limited spare refining capacity leaving transportation budgets exposed to further shocks.

• A potential U.S. diesel export ban could shift rather than resolve fuel-price pressures, according to industry analysis, offering possible short-term relief in the Gulf Coast and Midwest while raising costs in import-dependent regions and potentially prompting refiners to reduce production if restrictions persist.

• Trade groups are urging USTR to extend the suspension of China-linked vessel fees beyond its November 9 expiration, warning that resumed charges would add uncertainty and costs for importers, exporters, and agricultural producers already facing constrained transportation networks.

Land: Trucking, LTL & Intermodal

• DAT forecasts truckload contract rates will rise 15% to 20% from January 2026 through the end of 2027, as tightening capacity and elevated operating costs establish a higher pricing floor despite relatively weak freight demand, with increases expected to vary significantly by lane and shipper.

• “Shipper of choice” status is becoming more consequential for capacity access, with Inland26 speakers emphasizing predictable freight, competitive rates, efficient facilities, and longer commitments as factors supporting tender priority and equipment investment, without guaranteeing protection from market rate increases.

• Smaller trucking companies face growing financial strain as fuel, insurance, and maintenance expenses outpace freight rates, with the report citing 16 trucking bankruptcies between late August and September 21.

• Truck transportation employment edged above year-ago levels for the first time since April 2023, reaching 1,473,100 jobs in September, up 2,600 from August, although economists caution that future revisions could weaken the apparent capacity recovery.

• LTL carriers reported mixed August shipment trends, with daily shipments rising 5.7% at XPO and 1.1% at Saia while falling approximately 4% at ArcBest and 2.4% at Old Dominion, reflecting differing commercial strategies and willingness to accept truckload spillover.

• Domestic intermodal growth is straining drayage capacity, with North American domestic container volumes up 11.9% year over year from June through August and providers raising driver pay, recruiting, and outsourcing as terminal congestion and receiver dwell reduce available productive hours.

• U.S. rail freight posted another strong week, with carloads increasing 3% and intermodal units rising 6.3% year over year for the week ending September 26, led by gains in metals, petroleum products, and chemicals.

Sea: Ocean, Ports & Global Freight

• Trans-Pacific ocean spot rates reached a new annual high amid the U.S.–China trade truce, with Asia–U.S. West Coast pricing at $8,400 per FEU and East Coast pricing near $9,600, as blank sailings and port congestion constrained capacity even as seasonal demand was expected to ease.

• CMA CGM and Hapag-Lloyd announced $1,000-per-container increases on Asia–East Coast South America shipments from October 15, despite sharply declining Shanghai–Santos spot rates, with analysts questioning whether the increases will hold as November capacity approaches a multi-year high and carriers expand services.

• Historic low water at the Rhine’s Kaub gauge has effectively halted loaded barge passage, forcing greater reliance on higher-cost rail and truck alternatives while low-water surcharges where transport remains feasible have reached €1,280 per FEU at Contargo and $1,350 per FEU at Hapag-Lloyd.

• Great White Fleet is expanding refrigerated shipping options with October launches connecting Peru to Philadelphia, Ecuador to U.S. and European ports, and Chicago to Gulfport by rail for Central American exports, followed by a 14th vessel and 2,000 new reefer containers late this year.

• El Niño risks may intensify across Latin American supply chains into 2027, with drought threatening Panama Canal traffic and agricultural production while flooding could disrupt infrastructure and export sectors in Peru, Ecuador, and Brazil.

Parcel, Last Mile & Air Cargo

• AI infrastructure shipments are tightening trans-Pacific air cargo capacity ahead of peak season, with September lane volumes up 10% year over year, Asia outbound load factors approaching 90%, and global spot rates up 27% to $3.10 per kilogram as shippers increasingly favor shorter contracts and adjustable pricing.

• FedEx launched QR-code authentication for eligible deliveries, adding recipient verification for high-value or sensitive shipments at $20 per eligible domestic package or international shipment, with restrictions on address corrections and delivery redirects.

• Amazon is expanding services for heavy and bulky shipments, including negotiated LTL labels through Buy Shipping beginning in October, regional delivery pricing planned for early 2027, and connections to local carriers offering same- or next-day service within 100 miles of seller warehouses.

• USPS and Amazon are piloting same-day delivery for afternoon package drops in Morgantown, West Virginia, and Lake Havasu City, Arizona, with expansion to Columbia, South Carolina, scheduled for October 20, extending delivery eligibility for orders placed later in the day.

• DoorDash launched a $7.99 retail returns pickup service and unveiled its own drone delivery system, with returns available in select cities ahead of a planned nationwide November rollout and drone trials underway in Northern California.

Cargo Security & Risk

• Cargo thieves are disguising stolen goods through warehouses, cross-docks, and replacement shipping documents, warns theft specialist Scott Cornell, who argues that digital bills of lading and auditable changes to shipment records could help investigators trace merchandise reintroduced into legitimate commerce.
